Charles Gyer, originally from New Orleans, is a Freshman at Yale University where he studies History. He independently researches public domestic and foreign policy, especially pertaining to land use and natural resources. His involvement with volunteer work following Hurricane Katrina inspired his work on this project. It is his firm hope and desire that conclusions contained in this project will help with the creation of public policy relating to reconstruction and development of his home state of Louisiana.
